ABSTRACT

Introduction ere are some examples in the academic and professional literature of the belief that there is precious little that communities can do to enhance their ability to attract-or even retain-businesses. e overwhelming body of writing, however, concludes that communities do have options in terms of strategies that they can implement to make themselves more attractive as locations for employers. Among the possibilities is the development of industry clusters and the services to support business clusters that either exist or can be developed in a community.
