ABSTRACT

Introduction For any community preparing to implement programs for business attraction or retention, the planning process will be relatively standard to a point. e community will establish its unique vision of what it would like to become at some distant point in time. It will consider the principles by which it wants to grow or develop, and it will list the principles that govern life, work, and play in the community. It will then move from the vision of the future to an effort to describe the future in which it will exist and operate.
