ABSTRACT

The president yearned to return to Washington, D.C., but his aides thought he would be better off going to the strategic command at Offutt Air Force Base in Nebraska, which could house him and his staff safely and where the communications would be better than what existed on Air Force One. With the fear of an attack on the presidential plane still very much alive, extra food and water were taken on board.
