ABSTRACT

Before 9/11, the New York City Police Department (NYPD) had organized intellectual exercises about how it would handle terror in vulnerable locations around the city, but, persuaded that such scenarios would play out only in novels or Hollywood movies, the NYPD brass ‚led those plans in drawers. Terror, typhoons, and earthquakes-all terrible disasters-did not seem likely to become New York events. Accordingly, the NYPD concentrated on chasing after serious criminals. Through its aggressive efforts, the department was able to reduce those crimes in frequency, especially murder, rape, and drug cases.
