ABSTRACT

A key practical measure in countering terrorism is training and improving the skills of the men and women whose jobs involve protecting their nation, citizens, and visitors from terrorism. Some of the training is very specically related to terrorism threats, such as operating the scanning systems at airports, detecting and rendering safe explosives, or analyzing intelligence reports or nancial trails. Others are dual usage-training investigators and prosecutors in general skills that are useful in countering nancially motivated crimes as well as terrorism crimes, or training rst responders in coping with major accidents as well as casualties from terrorist attacks.
