ABSTRACT
The Department of Homeland Security (DHS) is the newest and most complex of the federal agencies involved in the counterterrorism effort (Figure 12.1). Before the establishment of the Department of Homeland Security in 2002, homeland security-related activities were spread across more than forty federal agencies and an estimated 2,000 separate congressional appropriations accounts.1
