ABSTRACT
The Federal Bureau of Investigation (FBI) is the lead federal investigative agency for counterterrorism criminal investigations and intelligence collection within the United States.1 It is also the lead federal agency in responding to a domestic terrorism crisis situation, functioning as the on-scene manager for the U.S. government2 (see Figure 14.1).
