ABSTRACT

Over a quarter of a century ago, in September 1971, the riots, hostage siege, and assault that claimed many lives of inmates and sta§ at the Attica Prison in New York occurred. e next September, the “Massacre at Munich” resonated around the Western world as it “proclaimed the ‘disenfranchised’” of the Arab community and yet undeveloped world. Correctional institutions and police departments across Europe and from the United States to Australia responded by developing an array of crisis response philosophies and team structures.
