ABSTRACT
Outsourcing organizations and project buyer(s), individually or jointly, may put projects needing execution on a Web portal with related information and related expected timelines. Interested, multiple vendors, project sellers, even individuals would compete for the same through respective bids or filled request for proposal, as required. An online auction could be set up for the project on the respective Web portal. Actual project value may be subjected to negotiations over and above the initial bid submissions between the project buyer and project sellers before reaching an agreement. Thus actual value is decided as part of a formal contract before initiation of project effort by the seller. Project evaluator is any organization or set of software, business, and domain experts who evaluate the nature of the project, correlating complexity, effort, resources needed, and quality of contributions made by the project sellers to decide the compensation value.
