Law enforcement is a division of the executive branch of government, whether the level is federal, state, local, metropolitan, or municipal. Federal, state, and local law enforcement agencies are overseen by the executive leadership at their level. While the written code is quite specific, the mandates of a president, governor, or mayor will greatly impact the priorities of any
given police unit. Also, with the burden of a huge statute book, parts of which are difficult to enforce or are unenforceable under the Constitution, police agencies or political groups may choose which crimes to prioritize.
