ABSTRACT

The opening quote above typiŒes the difŒculty and ambiguity associated with project control. Most attributes of a project that must be controlled are not within the realm of quantitative measurements because human elements affect many aspects of project execution. Achieving a workable level of project control requires a mix of both quantitative and qualitative approaches. If a project attribute is measurable, we will use quantitative metrics to assess performance. Often we must temper quantitative analysis with qualitative human judgment that makes project control nebulous but also offers opportunities to innovate and be creative in achieving control.
