ABSTRACT
Development of water has been increasingly undertaken by societies for agriculture and other economic activities. Irrigation was found to be very important in India, China, and other early civilizations since prehistoric times in view of the hydrologic-climatic conditions. It accounts for the central effort in development of water, and indeed development of water was synonymous with irrigation in these societies, as it remains until to date.
