ABSTRACT
The central issue in water resources management is to alter the spatial and temporal availability of water in accordance to needs. Generally, this is undertaken within the river basin. Attempts have also been made to transfer water to other river basins, and the subject has been under considerable dis cussion in India recently. There are many examples within India and inter nationally. The California Water Plan is an inspiring example, although there have also been criticisms of the scheme.
