ABSTRACT

The decade of the 1990s was littered with conferences and their repeated call to arms, new initiatives and declarations. It was a period that witnessed trade negotiations finally take account of agricultural products while the spectre of overpopulation once again raised its head. It was a time too of growing awareness of the fragility of equilibrium with regard to Earth and her natural resources. Also international focus was brought to bear on the human development perspective of development and growth and all the while people attempted to pin down the notion of food security only to see it being redefined time and time again. Consensus, it would seem, would be a long way off.
