ABSTRACT

It came to the attention of Congress that there were increased reports of child abuse and child neglect in the juvenile and family court system. e government recognized that it had provided little assistance in meeting the considerable demands imposed on the court system. Congress soon authorized the Oœce of Juvenile Justice to establish children’s advocacy centers throughout the country. ese centers were created for various reasons:

• To improve case dispositions, investigations, and prosecution of child abuse cases

• To coordinate judicial and social service programs • To strengthen court-appointed programs • To encourage team decisions about managing young victims • To prevent reo€ending of abused children • To provide necessary services to child victims and their families • To o€er child abuse training programs for judicial personnel and

practitioners • To ensure victims’ protections and rights under federal law

Both acts outlaw child pornography and also cover new media such as websites and other online forms of child pornography.
