ABSTRACT

The September 11, 2001, terrorist attack on the United States highlighted the need for all levels of government, the private sector, and nongovernmental agencies to prepare for, protect against, respond to, and recover from events that could exceed the capabilities of any single entity. Events that require multiagency or multijurisdictional support need auni—ed and coordinated approach to planning and incident management. From borderless cyber-attacks to local tornadoes, the fundamental needs remain the same.
