ABSTRACT

An increasing number of public tragedies have too often led organizations to learn in the midst of an emergency that there has to be abetterway to warn people in atimely manner. Legislative requirements at every level-federal, state, territorial, tribal, local, industry-are asking organizations to do more to warn more people in time when their health and safety may be at risk, loss of property is possible, or the environment can be harmed. Organizations with inadequate emergency noti—cation systems face aserious threat of failure in getting the right message out the —rst time to those affected in a timely manner.
