Try this thought experiment: Imagine for a moment that we had a fee-for-service insurance-supported automobile service system. Imagine that, because of the enormous complexity of modern auto systems, we relied on each mechanic’s individual judgment for every detail of the car’s “treatment.” ‚e mechanic could order any test, diagnostic procedure, replacement part, or full overhaul he deemed mechanically indicated, as long as it had a proper reimbursement code and ©t the diagnosis of the car’s presenting condition. Oh, and let’s imagine that the mechanic could get sued and his entire business destroyed if he missed a step or put in an inferior part.
