Today, many agencies face budget cuts or are understa¦ed. At the same time, they have backlogs of cold cases that may only get looked at in an investigator’s spare time (very rare) or the cases get passed on from one investigator to another. šese situations call for a return to the same kind of action as in the “old days”—the use of volunteers.
