ABSTRACT
Until recently, socio-economic issues received too little attention in many development projects. Many project planners erroneously believe that mere demonstration of new techniques is sufficient to persuade farmers to adopt them (Hogg, 1986). However, the high rate of failure of water harvesting projects suggests the need for more detailed analysis of socio-economic constraints and more dialog with farmers to understand their priorities.
