ABSTRACT

In threat management cases, the only constant is that the cases are constantly in ›ux. Subjects continue to act and react, their life situations change, targets respond, and the actions of the threat management team enter the chemistry of the situation. Even if the target is an inanimate building or place, changes in its security or even a news report about the facility can cause new reactions from the subject. New developments, o°en unrelated to the relationship between subject and target, continue to occur. ese prompt di–erent actions from the subject. ose reactions generate their own dynamics-and so it goes, on and on.
