ABSTRACT
Here is the short story. Making a decision is a political act. It is subjective. There is usually no one right answer for everyone. Today’s decision may not be the same as next year’s decision. It is political art, not science. It is sophisticated and informed guessing, but it is still guessing. This is usually the least analytical and most value-based step in the planning process.
