ABSTRACT

This chapter describes the meaning of the term market state and how it reflects postmodern and globalization activities in the public and private sector and aims to differentiate between business continuity and disaster recovery. It provides an example of an impact horizon for a public or private sector organization and discusses the meaning and importance of disclosures in terms of professional ethics. Since one of the misgivings embedded in the fundamental flaw of thinking too small when it comes to impact assessments is a failure to understand the depth of impact, an important step in managing this challenge is establishing an impact horizon. The responsibility of the emergency manager in forwarding an impact horizon for the impact assessment is to establish a clear scope of impacts to be considered based on accurate and complete input from these other stakeholders. The key deliverable of the first principle is delivering an impact horizon statement.
