ABSTRACT

Figure 5.1 represents all levels and forms of government. However, the figure might be redrawn to show the industrial function block as a much smaller-sized block for all levels below the national level. The US federal government, primarily because of the activities in the Department of Defense and Department of Homeland Security and the General Services Administration (GSA), engages in significant industrial activities that warrant the same approach as a goods-producing enterprise. In contrast, lower levels of government certainly embrace certain industrial activities, but they represent a much smaller portion of the governmental entity’s base operations. For that reason, a lot of the information in this block will not be applicable to the vast majority of governmental units using this text.
