ABSTRACT

After World War II, there dawned an age of optimism as far as nuclear energy was concerned. It was widely believed that the benefits of cheap energy would contribute to world peace.1 In 1956, the International Atomic Energy Agency (IAEA) was created with the objective of encouraging and facilitating the spread of nuclear power.2 The belief was that health and environmental risks could be managed successfully by governments and the IAEA through cooperation on the regulation of safety matters.
