ABSTRACT

The new law created a much needed general framework for the energy sector in China with the aim of regulating the development, use, and administration of energy resources in China. The previous energy laws and regulations were inadequate to deal with the development of the energy sector because many of the provisions were out of date and contained numerous inconsistencies. The plethora of existing legislation included the Energy Conservation Law, the Renewable Energy Law, the Mineral Resources Law, the Coal Industry Law, and the Electric Power Law. All the current legislations needed to be updated to be consistent with the overall foundation set by the new energy law.
