Practice makes perfect. If you want to become really good at antiterrorism, you have to do it every day. The challenge is sustaining the enthusiasm throughout the organization. In the low-threat environment that most companies operate under, if you pound the podium every day about the threat from terrorists you would eventually wear out your welcome. Employees that have to put up with the inconvenience of bag or vehicle checks every day would complain, and eventually the executive would tire of paying the extra guard costs. You would eventually be looking for another job, and your (old) organization might be unprepared if terrorists did target them.
