Here are a few definitions of terrorism:

The calculated use of violence or threat of violence to attain goals that are political, religious, or ideological in nature. This is done through intimidation, coercion, or instilling fear. Terrorism involves a criminal act that is often symbolic and intended to influence an audience beyond the immediate victims. (U.S. AR 525-13)

Premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine state agents. (U.S. State Department, 1984)

[An act] intended to cause death or serious bodily harm to civilians or non-combatants with the purpose of g a population or compelling a government or an international organization to do or abstain from doing any act. (UN Security Council, November 2004)
