ABSTRACT

That FEMA adjusted mission based on natural disaster and other environmental pressures is undeniable . FEMA also was continually reorganized in hopes that centralized service would be a better brand of government response . For example, Reorganization Plan #3, adopted in 1978, integrated the National Fire Prevention Control Office, the Federal Broadcast System, the Defense Civil Preparedness Agency, the Federal Disaster Assistance Administration, and the Federal Preparedness Agency . Other inclusions

in the latter twentieth century were agencies that monitored earthquakes, dam safety, nuclear warning systems, and severe weather policy . In general, FEMA sought to implement an Integrated Emergency Management System (IEMS) . In the early 1990s, FEMA’s capacity to respond to hurricane and other natural disaster was severely tested, and “FEMA seemed incapable of carrying out the essential government function of emergency management .”1
