However, viewed another way, it is valid to question whether there is consensus on exactly what “homeland security” even is . The fact that there are hundreds, even thousands of initiatives in homeland defense, proves very little about their universal relevance to what might be described as core missions . Shortly after 9/11, it seems improbable that livestock, corn, avian and swine flu, the Internet and telecommunications would be the vernacular and purview of the homeland initiative . Prior to 9/11, the principles and practices of homeland defense were rather narrowly constructed .
