ABSTRACT

There is no smoke without ¡re. Every sovereign nation has its own police system or law enforcement agency or agencies. But why the International Criminal Police Commission (ICPC) or the International Criminal Police Organization (ICPO) otherwise known as Interpol? Well, as an Igbo proverb has it, “a frog does not hop along a highway on a sunny day for nothing, if it is not chasing something, undoubtedly, something must be chasing it.” Unmistakably, the emergence of the ICPC was the aftermath of the European Revolution of 1848.
