ABSTRACT
While our analysis of active shooter events clearly shows that the police play an important role in limiting the casualties
that occur during an active shooter event, the actions of the
police are only part of the picture. Recall that, on average, it
took police an average of 3 minutes to arrive on scene and an
additional several minutes to locate and stop the shooter. This
means that for at least the first several minutes of an attack,
the potential victims are essentially on their own.
