ABSTRACT

This chapter provides an example of a working Network that utilizes the processes and tools discussed throughout this book. The example demonstrates how to use the tools and templates required for the Network to work effectively. Recapping the key requirements for setting up a Network, the following topics will be discussed in this chapter:

• Determining the need for Network support • Example of a Network charter • Example of prioritization of work plan items by using the opportu-

nity matrix • Example of a work plan • Communication plan and messaging • Stewardship and communicating up the organizational chain • Execution of proposed improvements

When the strategic goal is determined by senior leaders of the organization to improve reliability and reduce unplanned outages, management of change (MOC) becomes an important part of the process along with other Process Safety Management (PSM) elements such as mechanical integrity (MI), pre-startup safety review (PSSR), and quality assurance (QA). An internal evaluation of the organization’s MOC historical performance will guide the business and the Steering Team in determining whether a MOC Network is required. At the business unit level, alignment with the strategic goal of the organization resides in the following performance criteria:

• A reduction in risk of catastrophic incidents (i.e., –re or explosion). • An improvement in reliability of plants or part of a plant in various

locations of an organization. • Standardization across the entire organization and across multiple

plants in various geographic locations.
