ABSTRACT

There are two types of imagery surveillance: still imagery (photography) and video imagery. These techniques are used to study the patterns or details of a potential target:

1. Still imagery surveillance is critical for the terrorist targeteer’s intelligence collection and target selection process. Terrorists may use still lm or digital photo cameras for photo surveillance. The al-Qaeda publication Encyclopedia of the Jihad instructed photography teams to take panoramic photos of targets or-if that proved impossible due to security or high visibility-to take or acquire photographs of the area as a whole, as well as multiple photos of the target street. Terrorists acquire still imagery from the following sources:

◾ Taking photos at the target requires operating near the target and conducting photography. This is the riskiest type of imagery surveillance.
