ABSTRACT
INTRODUCTION During a recent training session of the Georgia State Homeland Security Agency’s SWAT team, an ofcer asked, “We now know everything there is about a terrorist except what we may nd or see during a trafc stop. What is there to know?” In an effort to answer this question, this chapter will outline the preincident indicators an ofcer can use to recognize a potential terrorist operative, either foreign or domestic, when he or she is pulled over for a trafc violation.
