Figure 2.1 provided an overview of the National Environmental Policy Act (NEPA) process, while Figure 2.2 illustrated the basic steps followed in preparing an environmental impact statement (EIS). This chapter describes the process of initiating the EIS, including prescoping tasks and activities.
