ABSTRACT
Rationalizations such as "I am compelled to accept the contractor with the lowest bid" or "I am not permitted to pre-select contractors, so I can't reject a contractor based on their past accident experience," can be overcome and should not be impediments to the selection of safe contractors. Technical selection criteria that include contractors' past safety performance can be used in order to evaluate safety suitability just as quality and technical competency are evaluated.
