ABSTRACT
Harmonization may be described as "bringing into agreement" or "having the same effect." This does not necessarily mean identical, which is clearly more dif ficult, or that the means by which agreement was reached are identical; it means that the end result is equivalent. It could mean that two regulatory agencies have agreed that a particular requirement and the way that it is being addressed, han dled, or applied is equivalent because it has the same final result.
