ABSTRACT

Introduction Routine sample auditing of various activities and processes is common in the CBR compliance area. A CBR baseline audit is more comprehensive and has a different objective. The intent is to establish a baseline against which data from future audits can be assessed to (1) verify that remedial actions taken to achieve compliance are effective and (2) discover other potential problem areas. The two approaches to developing a baseline audit are (1) comprehensive organizational top-down and (2) problem-driven specific bottom-up. In practice, a combination of both approaches is used. Because critical resources such as time and personnel are not always abundant, care must be taken in designing a baseline audit to achieve the overall goal while meeting resource constraints.
