ABSTRACT
This chapter begins with an overview of the planning process and an examination of the factors that must be considered before a public sector organization should undertake an organizational assessment, including the level of leadership support, timing and agency priorities, and workforce climate. It considers how these factors apply to a specific organization, and how they should be presented and considered in the decision making process.
