ABSTRACT

This chapter examines the process for determining the scope of the assessment, including the decision-making process related to addressing the organization as a whole. An area of emphasis is the flexibility organizations have in examining component parts of organizations or overall assessments. It explores options for conducting an assessment, including staging, or selecting parts of the organization based on factors including leadership support, geographic location, or participant availability. This chapter examines assessment models ranging from Public Sector Assessment Improvement (PSAI) and Baldrige to a basic Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis. It addresses the implementation methods available, and considers how to select a methodology based on available staffing and available time.
