ABSTRACT
Assumption-based planning Assumption-based planning (ABP) was developed by the Rand Corporation in 1989 to deal with the uncertainty in the U.S. Army policy-making and planning part of going to war with Iraq.2 Since then, oil companies have used it to understand the uncertainties in oil exploration. Assumption-based planning is a measurement tool that can be used for any large-scale project such as implementing RFID into the Department of Defense’s (DoD’s) logistics and supply chain systems, a system of old and new technologies that do not communicate well with each other.
