ABSTRACT

Roger ruled his school board with fear. As an ambitious teacher, then principal, then superintendent, he quickly rose through the ranks to become one of the youngest directors of education running a large public school district in the country. He was a strict disciplinarian who valued control above all else. Never afraid of a tough decision, he was ruthless in pursuit of his goals. His allies were rewarded with plum assignments and promotions, while opponents were crushed and driven off the board.
