However, unlike literature reviews that you may have conducted in the past, the literature review for a proposal is your opportunity to not only clarify the gap in the prior research for yourself but also to clarify it for the reviewer. Showing that your proposal will extend this prior literature by filling, at least in part, this research gap will be a critical feature in justifying your research and improving your chances of funding.
