ABSTRACT

Many sectors face problems that call for 'system iImovation.' Conventional problem solving is felt to be no longer effective. The entire underlying system of institutions, structures and values is-or needs--changing. System iImovations are drastic and require the commitment of many different parties, including governments. For them, too, the question is how and to what extent system iImovation can be realized or influenced. What is the government's role here? These are difficult questions: system iImovation is radical and one of the lessons learned from the recent past is that the possibilities for government control are limited.
