ABSTRACT

Communism in Poland was ousted over 20 years ago. One might think that an interim of that length should be sufcient for the dubious practices and absurdities of procedure for which that regime was notorious to have been consigned to oblivion. Indeed, in the business world, they largely have been, but in public administration, change comes slowly. The foundations for the creation of a civil society were laid with the reform devolving power to local communities by establishing councils and other local government structures at the gmina (commune or borough), powiat (district), and voivodship (province) levels.
