ABSTRACT
In 1999, the Center for Renewable Energy Development-Energy Research Institute published an extremely candid, impartial, and factual report entitled Commercialization of Solar PV Systems in China.283 This publication (Report of 1999) was the result of the Energy Efficiency and Renewable Energy Protocol between the US Department of Energy and the PRC State Science and Technology Commission and signed in June 1996. The purpose of this agreement was to promote cooperation on renewable energy business development between the USA and China.
