ABSTRACT
In what should have been another typical technology platform launch, healthcare.gov (or Obamacare, as it has been dubbed in the media) was launched in the United States on October 1, 2013, and quickly became another example of a hideous failure in the project process. As of the end of November, tens of thousands of Americans have struggled to get through the registration process, as the system denied access, was overloaded with applications, asked people to “be patient” for hours, and outright crashed under the load. As we write this, millions of other Americans have yet to register, many now without health insurance, as previous providers have cut them off as part of the Affordable Care Act (ACA) legislation.
