ABSTRACT
After costs have been allocated to customer classes as discussed in Chapter 9, the next step is to design a rate structure which will recover costs appropriately from these classes of customers and meet the objectives of the utility. Several key issues have to be addressed in designing an appropriate rate structure and will be discussed in detail in this chapter.
