ABSTRACT
This chapter expands water and wastewater finance, pricing, and management concepts into stormwater. Specifically, the sections of the chapter follow Exhibit 23.1, from planning the stormwater program through rate making and the mechanics of billing, collections, customer service, and data maintenance.
